Blueseed project plans to establish a scientific valley in the Pacific Ocean near California.
Life on board
Science valley would be a place for scientists from all over the world. Vessels, positioned 12 nautical miles away from the U.S. shores, could accommodate research laboratories. Also, they would accommodate scientists. It is estimated that at the beginning of the project, there could be 3-4 scientists and later the number could expand to 15-20. Science valley’s scientists will be working on various fields of electronics, information technologies, biotechnologies and other innovative technologies. The idea to create such a system was because of the U.S. immigration policies, making it hard for scientists from around the world to come and work on their projects in the country. It is expected that in ships with the flags of the Marshall Islands and Bahamas, scientists will be able to avoid the restrictions of U.S. government. A good example of this could be the creation of Google and Yahoo, where among founding members of the companies, one was an immigrant.
Liberal taxes
It is planned that first such ship-laboratory could start working by the end of 2013. Later on, an entire ship floating park with all the necessary life and recreation facilities could be constructed and developed. Such a place could be a meeting point for various companies of new technologies both from the U.S. and abroad. Thus, the structure could accommodate not only scientists, engineers, but also businessmen. It is believed that the latter could be attracted by a more liberal tax system. Such a valley could also become a tourist attraction. However, there are questions about a permanent sway, which becomes a cause for sea sickness. Scientists are thinking of the ways to introduce new technologies to reduce sway. Besides, the position for scientific valley in the Pacific Ocean will be selected where sway threat is minimal.
Cheaper rent
Scientific valley will be equipped with apartments for the families of 1-4 people. There will be also a place for administrative offices. Scientific valley will be connected to the U.S. by a high-speed Internet connection, laser communications, repeaters and satellite communication channels. Scientific valley will be reached by U.S. ships and ferries. For special occasions, the valley will have a helicopter landing spot. It is planned to permanently house about one thousand scientists and few hundred people of administrative personnel. City on water will have bars, restaurants, medical facilities, post offices, recreational facilities and gyms. Approximate cost for living on board for a scientist could be 1.2 thousand U.S. dollars.
